MANHUNT wanted child abuse suspect

 A Chicago news show plans to air a segment this weekend on a wanted child abuse suspect from Ottawa IL.
Fox News is to broadcast information about 28-year-old Justin Ray Sparlin as part of its "Chicago's Most Wanted" segment during its 9 to 10 p.m. newscast Saturday. A producer for the show said it was uncertain what exact time the segment will air. The FBI arranged with Fox News to do the spot.

Ottawa Police Detective Sgt. Dave Gaulandri said he submitted the case to the national show "America's Most Wanted," but does not yet know if the program will do a segment on Sparlin.

Sparlin was charged Feb. 7 with raping a girl, younger than 13, the same day in Ottawa. Shortly after, police talked to Sparlin via cell phone to persuade him to surrender. Authorities in Chicago learned Feb. 8 Sparlin was at Chicago's Congress Hotel, but Sparlin left before police sealed off the building.

Gaulandri believes Sparlin since has left the United States and is living on a large amount of money. A federal warrant has been issued for Sparlin for flight to avoid prosecution.

Sparlin was on leave from the Army at the time he was charged, being stationed at Fort Hood, Texas. He has the rank of specialist and recently was in Iraq.

In 2006, Sparlin set up a corporation, Haljekar Inc., with an address in a suite of a building at 161 N. Clark St., Chicago, near Chicago City Hall. In January 2007, he changed the corporation's address to an address in Ottawa. On Jan. 11 this year, the state dissolved the corporation. Sparlin has been involved in stock trading. He was married in Ottawa IL in 2006.

Meanwhile, the Ottawa Police are working with the FBI and the La Salle County State's Attorney's Office to have a federal warrant filed against Sparlin for flight to avoid prosecution, Gualandri said.

The warrant will make it easier to extradite Sparlin back to the United States if he is caught outside its borders, the detective said.

The Secret Service, the Department of Homeland Security and Immigration and Customs Enforcement are also working on the case.

Battaglia said that any member of the military who has contact with Sparlin should immediately notify their chain of command and their local Army CID office.

Sparlin is white, with brown hair and blue eyes, is 5 feet 10 inches tall and weighs 180 pounds. Anyone with information should call Ottawa police at (815) 433-2131 or e-mail investigations@il-ottawa.com, Gualandri said.

This is bad and was nice of you to share with everyone. l wonder if the place over iraq was doing something to him, l am not making excuses for he had to know this was wrong, but some of our good men have just went to peices. He need to be stopped before he hurts another child.
